Territorial Jurisdiction (Where to File)
Under Section 34 of Consumer Protection Act, 2019, complaint can be filed at ANY of the following places:
Where opposite party resides/carries business
Where opposite party has branch office
Where cause of action arose (partly or wholly)
Where complainant resides (for online purchases)

M/s Sonic Surgical v. National Insurance Co. Ltd. (2010): The value of goods and compensation claimed together determine pecuniary jurisdiction.
Ambrish Kumar Shukla v. Ferrous Infrastructure Pvt. Ltd. (2017): For real estate cases, cause of action arises at project location AND where booking office exists.

Common Jurisdiction Scenarios
Defective Phone Purchased Online: File at District Forum where you reside (place of delivery) OR where seller has office OR where e-commerce platform is registered.
Defective Flat/Construction: File at State Commission if value ₹1-10 Cr. Territorial jurisdiction: Project location OR builder's office location.
Flight Ticket Cancellation: File at your city (booking made from) OR airline's office location OR departure city.
Defective Car: File at District/State Commission based on car value. File where dealer is located OR where car was delivered.
Important Rules to Remember
- If multiple opposite parties have different offices, complaint can be filed where ANY one of them operates
- Value of complaint includes principal amount + compensation + interest claimed
- Filing in wrong jurisdiction leads to return of complaint (waste of time and money)
- Consumer can CHOOSE between multiple territorial jurisdictions (whichever convenient)
- For e-commerce purchases, Supreme Court has held that consumer's residence is valid jurisdiction
